As promised, the purpose of that "special ammo" is revealed. These bullets are special staged ammunition. When they impact with a sufficiently hard surface (such as armor), the explosive tip ignites, pushing a secondary projectile through to do damage to the other side. Sort of like an anti-tank round, but for small arms. This also explains the reason Samantha went with a revolver instead of desert eagles. They just don't make desert eagles capable of firing 15mm bullets.
