An FYI about panel one. Samantha can't tell the sex of the esper she has detected, she's just using "him" as a common pronoun.
She's donning a mask because even though her identity is no particular secret, hiding her face makes her harder to read, and adds a fear element to her attack. Her white hair isn't as signatory as you might think either. Among the general populous, it is uncommon, but thanks to Shion Nys, it is an often immitated color among female mercenaries, especially epsers.
