Lore Time! Being a very Liberal state, California was one of five states that reluctantly had to approve Bounty Killers to conduct their business legally. This happened during the LA Riots, where many Bounty Killers went into the more chaotic areas to capture… or kill. While Californians do see them as a necessary evil in recent, they also see them as a symbol of "someone having too much power against their fellow man."
