So basically, this is how Steve got damn good at using magic in such a short space of time. Being outside of time means he didn't age at all while there in the Sands of Time. And since he was only gone for a couple of weeks to him, he's actually a year younger than he's supposed to be. This doesn't make a difference, it just seems like an interesting thing to point out.
