This cityscape is only a very small part of "New Mobotropolis," the capital of the Kingdom of Ashes. Basically you see the government buildings, protected by a series of walls and two giant gold dragon statues. The rest of the city is faded into obscurity on the edges, and is also at a considerably lower altitude (the government buildings are on the highest mountain peak). And yes, those are two ships hovering in midair. They're Airships, the primary mode of transportation in Lifeblood.
