It occured to me that in Most manga / anime scenarios; Penny would be the magical girl figure. But when I was coming up witjh LBK I decided I wanted a magical girl type who, well, looked Japanese as opposed to say, Sailormoon. (Blonde hair blue eyes..yeh right..)So instead of a Japanese-arian girl in Japan, Koku was geared to be a Japanese girl in America. (Although it's possible she's not full Japanese..no spoliers here!)
