To answer blackhook's question from yesterday
I use Paint.net (a free program) to make these and it can use layers so i just adjust the opacity (under the layer's properties) of the upper layers to be well…transparant. This comic specifically used 4 layers: Background, Foreground(charactors and other objects), transparant effects,and speach bubbles. If you want the program just go to getpaint.net (I repeat its free).
