The fact that Stormy and Windy were keeping each other company when they were attacked was just happenstance. The two different aggressors were not aware of each other. In fact the Alicorn’s action actually saved Windy. The bomb foiled the Dragons attempt to “rescue” her. But as Gogo said the Institute is operating short staffed. Where did the girls go?
