Bubble heads = People who live in the private globes hovering over the Structure

On the grid = On the run from something, usually the law. The Cortex has a 3D grid of the Structure that can track any citizen's position if you're in the system, and have the authority to do so. Unless you remove your ID chip, makes it harder to track you but not impossible. (DNA scans also exist, tho less commonplace.) It's like google maps but even more evil!
