Meatware doesn't have to be designed, servant models can just be any regular humans too. People are merchandise, a commodity to be sold and bought. And a cheap one at that, nothing easier than breeding a couple of humans.

If you want an example of this biopunk commercialism future, where cash & flesh blends seamlessly, taken to the extreme: Freeborn children are considered the property of their mothers. Specifically the mother, as she is the one who "produced" the baby, so she holds all rights to its existence. It's not rare that women will have babies specifically to sell them to companies. Children's rights is not exactly a thing on ZAM-Zeta. Rights are something that must be bought first. A mother who can't afford citizenship for her child either has to find a sponsor (and bascially sell herself or the child to work for that company the rest of their lives), or deal with raising a "non-entity". Non-entities are individuals without citizenship, essentially ghosts with little access to anything. You're allowed to live in the Structure as a non-entity, but you can't even pay for anything without a citizen chip.
