Probably ordering those hyaenadons for training from off-world. Some company that specializes in rebreeding pre-historic fauna and flora. And then inject them with stims that make them extra aggressive & powerful, for extra deadly opponents.

It's a murky legal zone to use regular humans for lethal experiments and such even in this setting, so animals usually serve as substitute. Tho i wouldn't be surprised if they order a convict or two to serve as "final test" before the beast head is shipped.
