For the light effect, I used a soft round brush with brush option "other dynamics", and the color #ffffff. In the brush option, i've put "Opacity Jitter and Control" on "Pen pressure" and "Flow Jitter and Control" on "Pen pressure" too. Then i've painted over on a top new layer where I wanted to do light, trying to make light more realistic. And I add a new layer on top and I've put the blend mode "Color" on it. Then I painted over with the same brush and the color #5dffff, the color #df1616, and the color #b9d065 to add the colored effect on the light. For the general color, I've painted with the brush option "Others Dynamics", same parameters, 8 colors with their dark or lighter color, and I've duplicated layers for adding a radial blur and put the blend mode "Screen". It's almost 3 hours spent for the light effect all over the page ! =)
