About the Devil Hunter's hunting restriction : They can't hunt the species of monsters that have been classified as "protected species", even if those monster are attacking a country…

But the harpies are friendly and has never attacked humans outside of their territory. But they can kidnap a man to bring him to their nests during the mating season.
