Cultural note: "cosplay" is an abbreviation of "costume play", the activity of putting on a costume and playing the role it represents. It is generally done to express affection or admiration for the character, though it's not unheard of to cosplay out of disdain or irony. Cosplayers typically appear at media industry conventions, where they're likely to be seen by other people who are interested in what they're doing. Cosplayer gatherings are more like informal masquerade balls than Halloween festivals, but all three are known for their share of occult imagery, candy, and cases of mistaken identity.
There's about a hundred characters on this page, including someone dressed conspicuously like Waldo (or Wally) of the Martin Handford picture books. The cover itself is an homage of sorts to those books.
