Panels 2 and 3: Priss from Bubblegum Crisis. In the show her band was called The Replicants, a name that was later used for the actual group that dubbed the show's songs into English. The members of the Retired Andys resemble Roy from Blade Runner, Mr. Data from Star Trek: The Next Generation, and Key from Key the Metal Idol. For the record, it's the same Key from page 5.

Panel 5: These three kids and their dog are based on characters from Mitsuru Adachi's 1981-1986 manga "Touch". The song in the background is Pat Benatar's "Out-a-Touch" from the 1980 album Crimes of Passion.
