Doujinshi are amateur comic books often made by fans to express admiration for a story or character. Like fanfiction, the stories are typically things that either didn't occur or weren't shown in canon, and, depending on various things, may depict characters behaving out-of-character in service to the story's purpose.
Bootlegs, by contrast, are unauthorized copies of original material whose sale constitutes unfair (and illegal) competition with the rightful license-holder. While the contents of the program may be identical, many fans consider any bootlegs (even those of shows that don't have legitimate releases in their country) to be indelibly tainted by their criminal origins, and even "evil." Most copyright-holders take a strong vocal stance against bootlegging, in part because being shown not to take such a stance can damage one's legal position when trying to defend (read: sue for infringement of) intellectual property.
Degami's outrage probably comes from a strong sense of legal, moral, and artistic righteousness… though it could just be she has a low opinion of fanfiction. Do an internet search for fanfiction of your favorite TV character and you'll see what I mean.
