Jacob Ladder was a serial murderer from the 80's. He was an electrician, and while on call he would stalk young ladies. When he found his next victim, he would intentionally cut the power to their homes and when they called it in, he would kill them by electrocuting them. His favorite maneuver was throwing electronics in the bathtub, but if that didn't work out he would rig one of their appliances to give them a lethal charge of wattage when they used it.

Imagine the irony when he got the chair. They say he was still laughing after they threw the switch. After that, the prison started to have weird electrical outages, shadows, and weirdly echoing laughter in the basement. The prison eventually lost funding and had to be abandoned, but Jacob Ladder stayed behind.

Until he was found by the Sea Hag and captured.
