It's difficult to draw ice and snow to make it look just right. It's basically what the whole interior and exterior of the castle/cave is comprised of. (Well more ice inside than snow, anyway :P)
And if you haven't already guessed by now, yes they are Ice Dragons – In this world, they are pretty much equivalent to Silver Dragons in D&D (for all the geeks out there). There's more info about them in the navigation above.
As you will probably notice, a lot of the stuff from this manga (and most fantasy manga I do) I like to base off stuff from D&D.
