I didn't make this as clear as I wanted to, but Jade grabbed Shadow, and Sapphire grabbed Jade, so they both got shocked as well.

The sign is a reference to the song "Danger! High Voltage" by Electric Six. You should check out the music video on YouTube… it's terribly disturbing in a humorous way.
