I think Thresher will seek help, but Constance won't. She's not callous, but she's the sort of person who will focus her mental energies on trying to make the streets safer for everyone rather than castigating herself for perceived failures or being haunted by the victims of crimes. It's not that she doesn't care about them, it's that she can't do anything for them but do her utmost to ensure that those who commit crimes are brought to justice.
I have no idea why Gail turns up in this page, but I tried doing without her and it just didn't work the same way. Oddly enough the first panel detail of Dalton's ambidextrous calligraphy is a character detail that I've had sitting waiting in my notes for the chance to show it off without it being written off as another continuity!fail.
