If you can't read 1337, Steve says "Who do you take me for, teflon?" This is a painfully obscure reference to online web drama the.scene, a show about a series of crack filesharers filmed mostly from the perspective of their computer screens. teflon is the handle of one of the characters, whom is revealed to have been taken in by the FBI and was being impersonated by an FBI agent.
Historical trivia: Near the time of this comic (or a couple months after), the "Real ID act" was passed as a rider to a senate approbation bill that paid our troops in Iraq. Of course, no Senate person would vote against THAT, which is why those things have riders.
The controversial bill established standards for state-issued drivers licenses that can be used for identification purposes, as well as a system of data-sharing. Dumb idea, since I'm guessing no one knew that the 9/11 terrorists were fully documented and had all the needed identifying documents.
