From what I've heard, they'd have to practically start from scratch with Arkham Knight if they removed Scarecrow because he's supposed to be a big part of the game.
Then again, Deathstroke was advertised to be a big part of Arkham Origins and we all know how that turned out. (Except for my friend, Jonathan, who still hasn't played it.)
I certainly hope that's the case, though. I'm a big Scarecrow fan and I'd love to see him get the spotlight in Arkham Knight. Or at least play a big part of the plot. After all, he had a good bit in Arkham Asylum, but he could have more in Arkham Knight.
