I like Arrow, but sometimes it seems like WB is using it as a way of recycling things from the Nolan Batman series that he wouldn't put in there. The only real evidence I have is that there are several things in Arrow that are borrowed from Batman Begins. Season one's finale is Malcolm Merlyn attacking Starling City's equivalent of the Narrows in order to save the city.
And then they also bring in villains that I know are sometimes Green Arrow's villains, too, but are usually associated more with Batman or other heroes. Namely Firefly, Ra's Al Ghul, Deadshot, and Deathstroke. And now Arrow is being offered the League of Assassins. 
The big thing for me is that Arrow is more brooding  than Green Arrow is. I really think CW was wanting to make a Batman series and settled for Green Arrow.
Or maybe I just don't know enough about Green Arrow.
