Finally, the battle is over. Yes, Vulpix can learn Heat Wave, but it has to be taught by a Move Tutor.
Anywho, Vector won and gave May TM13, which contains Ice Beam.

I don't like how panel 3 worked out… And with panel 3, I mean Vec's Face… xD
