It's true, Red should never try to be cool again.

Lt. Surge being a part of Team Rocket is from the Pokemon Special manga, in which he, Sabrina and Koga are Rocket Executives. But soon, he becomes a normal gym leader.

When Red says that Anime Brock falls for the pretty girls, it means that there is a show about them. You know it - Ash Ketchum, he wants to be the very best, like no one ever was. What I mean is, the Pokemon League made the program to show what a Pokemon Journey was like. So, Brock is just an actor.
