#39: Bill and Surge

From this comic on, everything uses text bubbles. Everybody dance! Freestyle! Freestyle!

This comic is pretty much filler, but it's important in it's own way. For example, you now know that Bill is the Official Pokemon Namer, and he created the first Jolteon.

Lt. Surge calls everyone by his/her real name. For example, he would call Red by Private Wen (because Red is an overall unknown person and Wen is his last name), call Gary by Sergeant Oak ('cause Gary's just that important) and would call Green by Nurse Green (because he's used to girls being nurses instead of soldiers and Green is really her last name).

If you're wondering why Surge would've given an Eevee to Bill, it's because they decided to make a deal - Bill needed an Eevee to research, and Surge was willing to give him one. Surge, however, decided to make the deal better for himself, and told him to try to evolve it into an electric-type evolution. So, Bill researched the Eevee's DNA, and found some evidence that allowed Eevee's evolution. He gave it a Thunder Stone, and it created a new electric-type Pokemon. He made the name Jolteon, and that leads to this comic's events.
