It goes against Team Rocket's ways to destroy a Pokemon. They steal them, not destroy them. But Lee must be angry at Red for…you know, defeating all of his Rockets.

That Ice Beam in the second panel looks like it ran right through Pikachu's head. Ouchie.

I had the Psypokes Damage Calculator calculate this. Pikachu had 1HP left. Blastoise had 33HP.
