Shelly and Matt are the Team Aqua admins in RSE. They only make cameos in Ruby, but have to be battled in Sapphire and Emerald.

By the way, they only want Prof. Birch to fix machines, not fix their super secret machine that operates on a Red Orb and awakens Kyogre under proper control of the user. Just machines. Like drills. And computers. And not-so-secret machines that operate on electricity and massage your feet.
