Obviously, the Bill from the future came from the Time Capsule made in GSC, and the other Bill is from the present, who helped him get there.

Know the guy behind the Bills? His sprite was made by Coronis. Do you know who he is? If you don't, play GSC.

Also, you now know the timeframe of the comic - 2008, before November. This is proved by Bill knowing who wins the Presidential Election and Red doesn't. Another idea for how Bill would prove he is from thee future is that he would tell Red the events of the 2008 Summer Olympics in Beijing.
