Blue seems to be much higher up than the other rivals, because no rival has made it up to the level of champion since him.

Blue became champion, but Silver only made it to Victory Road.

The RSE rival wasn't even known to enter the Pokemon League.

The DPPt rival eventually became a stronger NPC than GSC's Red in Platinum, but he never made it to champion, either.

But the strongest rival is the Platinum rival, who had an average Pokemon level of 81.5. Red had an average of 76.6666666…

And so, that rounds to 82 and 77, and the DPPt ends up with a Pokemon average level of 5 more than Red.
