Noland explains the reason behind his actions - he wants to entertain the trainers. Same as my reason, really, because if he sent out the 6 pathetic Pokemon, the battle wouldn't be any good.

So, the battle will have the 6 evolved forms of those weak Pokemon. That's Azumarill, Dustox, Gardevoir, Shiftry, Gyarados, and Milotic. Or maybe not… maybe I have a trick up my sleave… or maybe I don't have a surprise at all and my plot is completely predictable.

But I guess it's not, because you still haven't figured out who that new character is yet.

And Wally is insulted because one of his Pokemon is Gardevoir, which he got when the main character of R/S/E helped him get catch a Ralts.
