You can see Gary unfocused with Charizard in one panel, flying by, faster than Lee and [New Character].

Gary's strategy is similar to Giovanni's from Pokemon Special, where Giovanni is able to plan every aspect of the battle.

In the comic, Red plans to hit Nidoqueen with Pikachu (which doesn't make sense), and Giovanni says that it would take 1 second to get Pikachu out of the Pokeball, 2 seconds to charge an attack, and another 2 seconds for the attack to hit, in a total of 5 seconds. In that time, Giovanni says his Nidoqueen will be able to attack back with Poison Sting. Read it if you wanna know how Red gets out of it.
