My original plan was that Charlotte and her mother had become accidentally known when her father died, and that's why she didn't wear a mask in the prologue. But there's a lot of complications with that option, and the other girl from there also wasn't wearing a mask, and they were out in the middle of no where training.

Just making her be a little rebellious and hadn't started wearing a mask yet seemed more manageable to the story.
