I mean…technically a lot of spells can decapitate given enough mana and anger behind the spell.

But that's the thing: it might sound fishy trusting a teenager to a spell like this, but I see it as the same thing as teaching them how to punch. Along with that, you need to teach them when to punch. A punch from a strong enough guy can be pretty devastating. Same here, if they teach Felicity how to control the defensive spell so it only discombobulates them and not outright kill them, she will be able to defend herself without an unfortunate accident.
