Unlike something like The Avatar, she's not a reincarnation of the previous holder of the Right Hand of Destruction. It's more of a mantle she acquires with her powers. She's Felicity and only Felicity. But The Source chooses new champions when previous champions die. It's entirely possible that the prior Right Hand of Restoration died right before the beginning of this chapter and that's how Lauren got her powers, but it's also possible that Lauren had them before, but they didn't show up until just now.

The point is that a previous holder of one of the three powers might possibly be alive at the same time as one of the new holders. Those that are candidates, but aren't chosen do still get powers. If Felicity's predecessor hadn't died prior to Felicity getting hers, she would've still have magic, she just wouldn't be one of the Chosen Three.
