I read in the papers, some time after Katrina hit New Orleans, that FEMA Director Brown had told 'ol Bush that they weren't prepared. I found it ironic then when Bush later said it was FEMA's fault.

It's been a long time since I did this rather ineffectual strip that I don't really remember the specifics behind my reasoning, but at the time it must have been good satire.
