Don't you just love when people abuse their power? I didn't have room to fit it in with the rest of the dialogue, but the Commander is pretty much betting on Ten driving Kiva nuts, or Kiva hurting Ten badly enough that he can't fulfill his role as pilot. Either way, he thinks they'll make enough problems for each other for them both to get dishonorably discharged, and therefore be out of his hair.

Also, he dislikes Ten for being too rambunctious and Kiva for being snide (I haven't shown much of that yet), and neither of them follow orders.
