Okay, before anyone says Generic Fancharacter, let me just show the combat abilities of the characters in food-chain form.

Amy < Tails < Rouge < Knuckles < Shadow < Sonic.

As you can see, Rouge is rather low on the Totem pole, according to the comic's plot. Of course, this doesn't mean that, for example, Shadow will never, ever beat Sonic. It's just a generalization.
