Borca doesn't practice slavery (despite its indentured servitude that adds up to essentially the same thing). What Fred is referring to here is the Borcan legal system: punishment for murders are often not paid for by prison time, but by heavy fines. The fine is determined by the yearly income of the person, and paid to the family in recompense for the loss of that valuable resource. A nobleman is often worth thousands of gold, while a peasant is worth, as Fred stated, exactly seventy-three gold coins.
