For various reasons, protocol in the Imperial Armed Forces isn't as stringent as it is in other militaries – it's not strictly necessary to salute a superior officer whenever they walk in the room, particularly if you yourself are off duty. It's still good manners for the officer to salute back if you do, though. Isidro isn't, but that's because Isidro is a bit of a dick.
