Originally published August 29, 2004. The Supers are ruled by a union which also acts as a governing body. The penalties for non-union scum are pretty severe, mostly due to the threat they pose to the public. Additionally, the union is the organization responsible for paying for various damages to property, which is why non-union super-activities are actively discouraged. Students and recent grads have a limited licence, which Iron is too drunk to realize at the moment.
