Hydromancer owes some inspiration to Aquaman. There's so many jokes about how useless he is, when really he's just a specialist and what he does, he does quite well. Hydromancer in contrast has devastating power but he's never allowed to use it because it's short-range and rather destructive. (Imagine him pulling a small flood behind him. Even if it's very well controlled, the damage potential is pretty bad) Because he's never allowed to use his powers, people generally think he's useless when he's probably the most powerful super in Toronto.
