Ironically Mr. Unstoppable went to JJE because he was afraid of the Hydromancer. JJE is out in Saskatoon because he actually wiped out all of Toronto's organized crime.

Wiping out all organized crime in a major is both basically impossible and would involve breaking a few major Super's Union rules. He did it anyway. Ruled a loose canon, a nut job, and too scary to actually try to take down, they sent him out to Saskatoon because his "Sense of Justice" dictates that rookies and pussycats like Mr. Unstoppable are "innocent".

As helping to train and shape new supers is a "Just Cause", it keeps him under control and out of everyone's hair.

The fact that the Hydromancer just made him say "Wow" is significant.
