Supers who are not a part of the Super's Union are more than frowned upon – in order to protect the general public, rogue supers have a bounty placed on their heads, and if you have proof of misuse of powers, a rogue super can be taken down with lethal force.

By this point, Kim has shown the recording of LeFrenchie using his powers in combat. Because Molly and Kim are both unionized supers, they could have legally killed him in self defence and claimed a bounty on top of it.

Kim had known LeFrenchie was a rogue for some time, but she was afraid of doing anything about it unless she not only could get proof, but someone strong enough to take him down so she could act on it safely. LeFrenchie was just too rich and powerful to do anything about otherwise.
