If you've ever read a mainstream comic book, you know they were infamous for having characters say an entire speech while kicking (in mid-air no less), backflipping or attacking.

Voltage is mocking how the female characters usually do kicks like that so you can see the thin fabric press into them. Since he's wearing a material more similar to denim (and wears athletic protection) he doesn't have to worry about things as much.
