Epilogues: Hydromancer

Hydromancer was set up to be Skully's love interest from the get-go. I wanted to put in an edgy, angry, trench-coat wearing guy who was totally and helplessly disarmed by Skully's cuteness.

His creation was based off the "Aquaman is Useless" gag, with the difference being that Hydro has the potential to be one of the most powerful supers in the world. His ability to control water is quite refined but since he's not allowed to exercise it, the volume he can wield at once is limited. The 'excessive collateral damage' excuse used by the administration is actually just so Hydro doesn't get too powerful – exercising his abilities frequently coupled with his anger issues could possibly lead to disaster.

When Hydro happily retires to raise the kids, the administration wants to make sure he stays both happy and retired, so they give him an excellent retirement package.
