Its not that their world cna;t beat Raven, they could probably send all of Wily's old fire robots after him and kill him, they just aren't prepared for the way the Raven fights. They don't have any plans prepared on what to do if a mage that can create giant pillars of flame attacks them, and Raven won't give them any time to make one if he does attack.
