When I did the design work for Hestonia, especially the magical side of things I wanted to take a Vancian approach (magic always has a price and the price for failure is often spectacularly bad) to the wizardry. Magic is an extremely tricky force for your average person to manipulate and one must be born with the talent, one of an ancient lineage of sorcerers. The Anshada. Unfortunately since they were also demon worshipping cultists it makes it hard for anyone who uses magic not to be persecuted for the transgressions of their forefathers.

The Church of Progression of course, they sit outside the laws that govern the common people and thus judge everyone bar themselves as heretics who can Weave the Tapestry of Magic.

Yet no one on Hestonia sees anything wrong with using magic when it's bound into an object, such as the CoP weapons or even a windship. This explains why Isadora isn't running away in terror from the magic mirror.
