Panel Two:
Close shot of a small group of people gathered on the streets discussing the Mangler news in the papers some of them are holding.

Panel Three:
Int. Shot: Police Station.
Close shot of Chief Inspector Norfolk, stout and commanding, waving a crumbled newspaper in the air, his frustration evident, dressing down his somber looking constables over the latest Mangler news.

Norfolk: Leads, gentlemen. I need evidence. I need eyewitnesses who know something-Anything!-to do with these murders or our Mr. Mangler himself.

Norfolk #2: Where's he comes from? Where's he goes to? I want to know. But most of all, gentlemen–I want this bloody bastard slapped in irons!!!

Close shot, low angle: Foreground, the mangled bodies of two more victims… Background, a stunned young constable blows his whistle for assistance.. On the ledge of one of the buildings, The Mangler's shadowy form, his overcoat blowing in the night breeze, looks down on the scene.
