Hayate's searching for something to wear. Of course, he's in a girl's house who lives alone and her "parents" are always on vacation.
The way he reacts when he sees Hitomi's underwear reminds me this little fella:
Good old Happosai from Ranma 1/2, he's a panty creep but an excellent fighter (well, he barely fights in the anime).
